The Pavillion's location not far from the Royal Palace means that any place in central Phnom Penh not far away (give or take a traffic jam or two sometimes).

Yes, the hotel is in a lovely old colonial building and yes it is within walking distance to a lot of the sights but as motodups(the local transport) are so cheap, staying a little further away would not be a huge problem.

A quiet oasis with a lovely garden and pool, but in walking distance to the main sigths of the royal palace and the silver pagoda.
