Old hotel with poor housekeeping & staff not really friendly

The room was quite small and it didn't seem to have the usual complimentary bathroom toiletries available (there was only 1 mini soap bar, 1 shampoo no vanity kit or enough towels) so had to ring housekeeping and check with them on this and they had forgotten apparently with refilling and someone brought up additional stuff to us.

After came back to the hotel about 10 PM,we found out that the room was so cold since the heating system didn't work.

The room had absolutely no view on the 12th floor (a subtle penalty I would assume for being a smelly smoker).

The staff were average although one of the waiters at breakfast kind of made up for that with his can-do attitude.
